2.10.20 Update-Health and Insurance Committee Meeting Tomorrow (Tuesday 2.11.20) will start at approximately 9:30 AM at the State Capital in Denver.

Dear Members and Followers,

We heard this week that physician groups in the state remain opposed to the elimination of provisional prescriptive authority for APRNs.  The 2020 Sunset Review of the Nurse Practice Act (HB20-1216) will be addressed next on Tuesday February 11, 2020, by the House Health and Insurance Committee.  It is scheduled to begin “after adjournment” of the morning session, approximately 9:30 AM. This may be our last opportunity in the House to lobby for the elimination of Provisional Prescriptive Authority (the 1,000 hours of supervision for new APRNs with qualified physician or APRN) and the elimination of the Articulated Plan for all APRNs.

Why is this important?

  • We are losing qualified APRNs to other states.  Three surrounding states (New Mexico, Wyoming, and Arizona) recruit Colorado APRN graduates as they do not mandate any mentorship of supervisory requirements.
  • The Federal Trade Commission (FTC) research indicates that APRNs are as safe and effective as independent doctors and have comparable prescribing patterns and patient outcome (FTC.GOV/News Jan 2020).
  • There is no evidence showing these or other restrictions improve patient safety and prescribing patterns of APRNs have not been found to be inferior to those of physicians (https://www.aanp.org/advocacy/advocacy-resource/position-statements/clinical-outcomes-the-yardstick-of-educational-effectiveness).
  • The shortage of primary care providers is projected to continue to worsen, particularly in rural and low income communities.  The American Academy of Nurse Practitioners states “NPs are a vital element of the primary care workforce, with a major role in making high-quality, patient-centered health care available to the broadest possible range of consumers. What can you do?

  1.  Attend Tuesday’s meeting and tell the Health and Insurance Committee Members how these restrictions have affected your practice.  If you cannot attend, please send us your story so we can share on your behalf-ncnpcoalition@gmail.com).  
  2. Call or email the members of the Committee (contact information below) and your Representative (find your legislator) voicing your support for the elimination of Provisional Prescriptive Authority and elimination of the Articulated Plan for all APRNs.  
  3. Ask your physician colleagues to support these changes (sample letter attached).
